I worked for the Federal Government and that was the "running joke" among us.
We used to marvel at how low the expectations were for productivity and how hard it was to appear that we all had actual work to do.

Dad wanted to make cheap lethal unmanned aircraft. Did the lab want to? Nope! They wanted the million dollar jet powered cruise missile. I was a young child and he banged his fist on the table in anger and exclaimed "Those God Damn Bureaucrats!" I have no idea how much money Dad could have saved in military expenditures but it is not trivial. Today Iran builds the exact same plane for Russia to Bomb Ukraine.
